Alexander was born and raised in the city of Tiraspol, Moldavian SSR. However, the businessman was drawn to Moscow, then the capital of the USSR, because he wanted to obtain a college education. In 1986, he graduated from Moscow Forestry Institute with a degree in Forestry Engineering. In 2003, he graduated from the Russian State University for the Humanities with a major in Economics. He went on to earn a Ph.D. in Economics.
